The international models financing of high schools and their application for high schools in reforming system of higher education

The higher school institute undergoes essential changes, basic of which, making impact system financing is federal parts of universities. The
universities which have remained “behind a board” federal has faced a problem of allocated budgetary places and coverings the expenses from the federal budget. Thereupon, not to destroy the development engine – a competition, without an exception to high schools it is necessary for all to defend the place in the market, to change the model of financing as living conditions have changed also. In article experience of financing educational institutions in the various countries is illustrated, and also those models are allocated, which can be applied soundly to the Russian practice to provide and development of high schools, and educational system as a whole.
